The Government has recently announced 2 proposed changes to benefits and funding affecting disabled people. They are:

1. The proposed reform of Disability Living Allowance (DLA)

2. The Independent Living Fund to be phased out by 2015

People with a learning disability will be badly affected by these proposals.  We, and they, need your help.  Read on,  respond to the Consultation and Sign up to Mencap’s On-line Petition, and  support Early Day Motion 1231 to stop the closure of Independent Living Fund (ILF)

1. The proposed reform of Disability Living Allowance (DLA) – Respond to the Consultation and Sign up to Mencap’s On-line Petition

The Government has proposed the removal of the mobility component of DLA from people in residential care.  Its removal will affect up to an estimated 80,000 people. The mobility component of DLA provides support to people who need help getting around. It helps them to leave their home independently and participate in everyday activities that many people take for granted, such as meeting friends or attending a leisure centre.

Mencap and other disability charities are co-ordinating responses to the government on this particular proposal. They want more people to sign the petition. You can find the petition and further information about this campaign here: http://www.mencap.org.uk/dla

The Government has published a consultation paper on the proposed reforms. The consultation seeks your views on the proposals to replace Disability Living Allowance (DLA) with a new benefit – Personal Independence Payment (PIP). The PIP will continue to be a non-means tested, extra costs benefit. It will help disabled people remove the barriers they face to leading full and independent lives. This consultation asks for views to inform the policy for reforming DLA and introducing a new assessment process. 2. The Independent Living Fund to be phased out by 2015 – Please support Early Day Motion 1231 to stop the closure of Independent Living Fund (ILF)

This fund is run jointly by the Department of Work and Pensions (DWP) and local authorities to fund individually tailored care and support packages to live independently. The ILF is a lifeline which supports over 21,000 people to live independently, something many of us take for granted. With ILF money disabled people can pay for support and services by using a care agency or employing a personal assistant for tasks including:

  • toileting, bathing, washing and dressing
  • eating and drinking
  • cooking and shopping
  • laundry, cleaning and other household tasks

Without this funding the quality of life for these people is severely affected. With extra pressure on budgets there is concern that local authorities will be unable to replace the ILF and provide care packages.
